Lava Discover 128 does not have support for any of the platforms where the UC Browser is available. I am afraid that you cannot install this browser on your phone.
I use UC 9.4 and when I'm going to the next page, it shows me this message: "404". That's the error. The requested URL was not found in server.

That error (404) is often encountered when you are trying to access a resource that is either broken or does not exist anymore. There is nothing you can do from your side except contacting the administrator of the website to fix this issue.
No, UC Browser is not available for PCs running Windows. This is a mobile application that can be installed on Android, Windows Phone, and iOS. If you keen on having it installed on Windows, download Bluestacks (Android emulator) and use the built-in Search function to download and install UC Browser.
The UCBrowser was primary developed for mobile phones and when it was released on the market, the speed and performance made it to be very reliable. However, things changed since it was released multi-platform (Windows included).
The only way to see if the browser is good is by testing it to see how it works under heavy load. Load many websites with static and animated content and then you should see. Use Chrome or Firefox with the same tabs and then check the performance to see which one is better.
This is just a browser application. It doesn't generate email lists. You will need another application for that purpose. For example, browse the database of Software Informer to look for apps that have the capability of generating email lists.
